House Bill 4684. Threatens to remove exclusive mountian bike access to our trails.

This is what I wrote to my State Representative Margaret O Brien:
Hi,
I'd like to contact you and express my outrage at the following language in HOUSE BILL No. 4684.
As a mountain biker, we have now finally gotten approval for separate trails at my favorite trail system, Fort Custer.  It is important to keep horses off these trails to keep them undamaged and ride-able for bikers such as myself.  These trails are 100% Volunteer built and maintained.  Horses add to the need for constant maintenance by chewing up the trails with their hooves, tearing down branches riders hit their heads on, and also the horse owners do not show up at trail maintenance days to assist with maintenance/repairs.  As you may well know, Mountain biking constitutes a large part of the local economy in and around Galesburg/Augusta.  It supports two local bike shops, and all the restaurants in the Galesburg/Augusta area can be seen with mountain bikers as patrons.   Hardly ever do we see horse trailers doing anything but gassing up at the local Shell Station.

Below is the relevant language in the bill:

7) The department shall issue orders necessary to implement
5  rules promulgated under this section. These orders shall be
6  effective upon posting. HOWEVER, THE DEPARTMENT SHALL NOT ISSUE OR
7  ENFORCE AN ORDER UNDER THIS SECTION THAT RESTRICTS THE USE OF PACK
8  AND SADDLE ANIMALS ON PACK AND SADDLE TRAILWAYS AS DEFINED IN
9  SECTION 72101.
